CRRAV - Région Nord-Pas de Calais
Twenty years ago the region of Nord-Pas de Calais was one of the first French regions to introduce a politic agenda concerning the area of supporting the film and audiovisual production. The Regional Council created the independent body CRRAV- le Centre Régional de Ressources Audiovisuelles - to take care of the daily work. CRRAV is organised around three axes:
*Training support.
*Production support.
*Distribution support.
The goal is to develop the regional audiovisual and film production. The total budget for 2006 is estimated to 4,9 million euros. The principal financers are the Conseil Régional Nord-Pas de Calais, the Centre National du Cinéma, the Lille Métropole Communauté Urbaine (LMCU), the Interreg programme of the EU and the Direction Régionale de l’Action Culturelle. The volume of the support money is 2,5 million euros. The funding programmes concern both film and television and focuses on co-production.

Cine-Regio representative - Mr. Vincent Leclercq
Vincent Leclercq is General Manager of CRRAV, the audiovisual development agency of the Lille region, in the North of France. CRRAV runs the third French regional fund that invests about 2,5 millions euros in co-productions every year (short films, long features, TV movies and documentaries) and has developed a close partnership with its Belgian neighbours.
Graduated in agronomy, international economy and business administration, Vincent Leclercq started in the TV industry as documentary director. In 1988 he funded PERISCOOP Productions, a production company specializing in documentaries on Third World countries. In 1995 Vincent Leclercq joined Canal France International, the overseas French television, and was in charge of the activities in Africa and the Indian Ocean: he developed “CFI TV”, a free-to-air television, and “Le Sat”, the African pay TV satellite bouquet. After a short mission in Numericable (CANAL+ cable TV company) in Paris, Vincent Leclercq joined CRRAV in the beginning of 2004.
